The Albania international is available for transfer before tonight's deadline though Chelsea will only sell for the right price.
The Blues have set a £50m asking price for the 22-year-old though may drop that figure as the transfer window edges closer to closing.
Wolves saw a loan bid for Borja rejected earlier this week with Chelsea only willing to let the youngster leave provided they receive a fee this month, or if any deal includes an obligation to buy in the summer.
